Inspectorate referrals and callers who make initial contact via the NCC are the ones most likely to be unable/unwilling to pay their share of the cost of treatment. They are also the most likely to fall into the category of "never been to a vet" and hence have no client relationship with a local practice. This means that it is possible that NO local vet has any obligation to see their animal in an emergency to relieve suffering.
